|Licensing Program Analyst (LPA) Mingle made an unannounced visit in order to initiate a Complaint Investigation and met with the Assistant, Ms. Tristin Elzalde. The purpose of the visit was discussed and a tour of the home was conducted. LPA observed 2 assistants with 7 day-care children.|
Ms. Elzalde stated that Licensee was on a cruise and will return next week Wednesday. Complaint received alleged "Licensee failed to provide a safe environment for children in care." LPA interviewed Ms. Elzade about the incident who stated that the dog is no longer in the home and is at the shelter in Camarillo. When asked whether assistant was knowledgeable of two incidents regarding the same dog attacking people, she denied.
LPA has been here on 2 separate occasions and has not observed the pit bull with day-care children. Record reviews indicate that on 8/16/17 and 10/11/17, licensee's pit bull had bitten 2 individuals on separate accounts and the Animal Control have responded on all occasions after day-care hours. The dog has been placed on quarantine.
Although the allegation that "Licensee failed to provide a safe environment for children in care" may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the above allegation is Unsubstantiated.
