Licensing Program Analyst (LPA) Tuoc Doan conducted an unannounced Annual Inspection. LPA met with Licensee Bijal Soneji and explained the purpose of today’s inspection. LPA observed present were three day care children of which two were infant age. The home’s operating days and hours are Monday - Friday from 6:30 AM to 7:30 PM. Licensee was in compliance with capacity requirements during today’s inspection and was present to ensure supervision of children in care.

Facility’s License and Notification of Parents’ Rights were observed to be posted and LPA discussed with Licensee about the personal rights of children in care.

The physical plant was inspected. LPA toured the indoor and outdoor areas of the home. The home was clean and orderly, with heating and ventilation for the safety and comfort of children in care. The observed children’s toys, play equipment and materials were safe and age appropriate. Furniture and equipment, such as mats and step stool were age appropriate and in good condition. There were no baby walkers or bouncers observed on the premise during today’s inspection.

Off limit areas in the home are: the whole second floor, all three bedrooms on the first floor, and the Garage. The home has a working telephone. Stairway was fenced. The outdoor activity space and play equipment were observed to have been maintained in safe condition and free of hazards. Outdoor play area was fenced. There were no bodies of water observed. Licensee stated that there were no weapons such as firearms stored on the premise.

Disinfectants, cleaning solutions, poisons, sharps, and other items that are dangerous to children in care were stored inaccessible to children. Facility appeared to be free of flies, other insects, and rodents during today’s inspection.

A fire extinguisher, and carbon monoxide and smoke detectors were observed. The smoke detector was tested and was operational. Earthquake and Fire drill was last conducted on 09/08/2017. The Licensee stated that she does not transport children at this time but she understands that children cannot be left in parked vehicles unattended at any time.

Children’s files were reviewed, which included records of receipt for Parents' Rights and Immunization. Safe sleep information and materials for infants were reviewed and provided to Licensee.

Licensee files were reviewed, which included records of Criminal Record and Child Abuse Index Clearance or Exemption, TB clearance, Statement Acknowledging Requirement to Report Suspected Child Abuse, and required Training. Licensee Pediatric First Aid/CPR/AED Certificates expire July 2019. Licensee stated that she currently has six children enrolled at her child care home; therefore, she does not need an Assistant Provider. Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time. Licensee also understands that she must comply with the ratio and capacity requirements of a small Family Child Care Home license whenever she is alone with the day care children.

Licensee stated that she has Measles and Pertussis vaccinations. Licensee had declined the flu shot. Licensee will obtain a copy of the immunization documents and maintain them in the personnel files and send a copy to Licensing Office within 30 days.

Adults who are over the age of 18 and reside in the home are the Licensee, and Licensee's husband, and Licensee's mother in law. They have Criminal Record Clearance and TB clearance.

LPA reminded Licensee of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license, and who come in contact with or provide care and supervision to the children. For an initial violation, civil penalty amounts to $100.00 per person per day with a minimum of $100.00 to a maximum of $500.00 per person. For a subsequent violation within a 12-month period, civil penalty amounts to $100.00 per person per day with a minimum of $100.00 to a maximum of $3000.00 per person.

LPA also reviewed with Licensee the violations that would result in an immediate assessment of civil penalty in the amount of $500. Licensee is encouraged to visit the Department’s website at www.cdss.ca.gov to access resources for Providers, Regulations, Online option to pay Annual License fee, Adoption of new Laws, etc.

Beginning January 1, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors, and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. The training requirement may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules. The OCAP modules are free of cost and available at:

Incidental Medical Services (IMS) policy was discussed. The Licensee stated that she currently does not have any children in care who requires IMS. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.

In the areas that were evaluated, no deficiencies were observed at the time of the visit. Exit Interview was conducted with Licensee.

A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED IN A PROMINENT, PUBLICLY ACCESSIBLE AREA FOR 30 CONSECUTIVE DAYS.
