LPA conducted interviews with the Director, facility staff from the infant and toddler rooms and a sample of parents of children enrolled in the infant program. LPA also reviewed the daily record of diaper changes for a sample of children. Records showed that children were changed on an average of every two hours in the morning and the afternoon, but oftentimes there was a gap between the morning and the afternoon changing, averaging 4 hours. During this time, toddlers had lunch and nap and diapers were not normally changed until after nap. Staff indicated that sometimes a child may have a bowel movement during naptime that was not noticed because they were sleeping or loose stool may have occurred which can be irritating to the skin. Diaper rash cream, supplied by the families, is applied if any redness is noted. Within the past week, the facility has instructed staff to change the toddlers an additional time after lunch. Parents did not report any issues or concerns. Based on the information obtained during this investigation, there is not enough evidence to meet the burden of proof to substantiate or dismiss the allegation and it is considered "Unsubstantiated." No deficiency is cited. Appeal Rights (1/16) were discussed and provided. Signature at the bottom of this report confirms receipt. Notice of Site was posted.
