An informal office meeting was conducted today with Ling Yan Cao and Bob Chiang, Licensees. Christina Gabelman, Licensing Program Manager and Brandi Van Oosten, Licensing Program Analyst were also present during this meeting. The purpose of this informal conference is to discuss the licensee's history. The licensee has been licensed since 09/24/2015.
  • On 07/15/16, a complaint allegation was found inconclusive for Personal Rights; There was an allegation that an adult working in the home hit a child, resulting in injury to the child.
  • California Title 22 Regulations 102370(d)(1) - Criminal Record Clearance. Prior to working in a licensed facility, all individuals subject to a criminal record review as specified in Section 1596.871 shall obtain a California clearance or a criminal record exemption as required by the Department. The licensee was cited on 12/15/15; Peng Yun Wang was present during this visit and does not have a criminal record clearance. Ms. Wang has been working at the facility for about six months. Ja-Hye Pang was present and was not properly associated to the facility.
  • California Title 22 Regulations 102417(a) - Operation of a Family Child Care Home. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. The licensee was cited on 12/15/15; Based on the information provided during this visit, the licensee's are not present for the required 80 percent of the operating hours of the facility. Both licensee's are currently working outside of the home.

  • California Title 22 Regulations 102416.2(d) - Reporting Requirements. A report shall be made to the department by telephone or fax during the department's normal business hours before the close of the next working day following the occurrence. The licensee was cited on 04/19/16; The Police came to the facility to interview the licensees regarding an incident that was reported January, 2016, where a child's personal rights may have been violated. The licensees did not report this to the Department.
  • California Title 22 Regulations 102359(a)(1) - Advertisements and License Number. Licensees shall reveal each facility license number in all advertisements, publications or announcements with the intent to attract clients. The licensee was cited on 04/19/16; The advertisement sign in front of the facility was observed to not have the facility number as required.
  • California Title 22 Regulations 102417(g)(1) - Operation of a Family Child Care Home. Fire extinguishers and smoke detectors shall meet State Fire Marshal standards. The licensee was cited on 04/19/16; The smoke detector was observed to be chirping during this visit. This is an indicator that the battery needs to be changed.
  • California Title 22 Regulations 102417(g)(1) - Operation of a Family Child Care Home. All homes shall have a current roster of the children. The licensee was cited on 04/19/16; The roster that was provided during this visit was incomplete. According to the Licensee there are four names missing.

The following was also discussed with the Licensee:
1. The licensee was advised that it is her responsibility to know & understand Title 22 Regulations.
2. The licensee's facility must be in compliance at all times.
3. The licensee's will be placed on required visits for two years.
4. The licensee was advised to check the Child Care Licensing web site at www.ccld.ca.gov for quarterly updates, forms and regulations.
5. Any adult left alonw with children must have current pediatric first aid and CPR.
6. A copy of the capacity limitation handout for family child care homes was provided during this visit.

The licensees state that they have installed cameras in the facility to protect themselves. The cameras are in the main classroom. Exit interview conducted with Ling Yan Cao and Bob Chiang, Licensees, who is in agreement with this report which documents this meeting.
