Licensing Program Analyst (LPA) Maria Romo conducted an unannounced random visit in Spanish. LPA met with licensee, Islia Noemy who guided analyst on a tour of the facility. Family members living in the facility are 5 adults (licensee, her spouse, Julio, assistant, Glenda, and tenants Erick and Marisol) and 1 child (tenant's child).

This is a one story home which consists of 3 bedrooms, 1 bathroom, kitchen, dining room, living room (FIREPLACE: inaccessible), garage and backyard (fenced). The children use the bathroom in the hallway, living room, dining room and kitchen area, as noted in the facility sketch initially submitted. Per licensee, areas off limits to children and parents include: 3 bedrooms, and detached garage. The LPA toured all areas used by children during this visit. There is a pool in the back yard. It is between the garage and the rear part of the house. There is a window in one of the bedrooms that has access, however, this window has a wrought iron security that prevents access. It also has an emergency mechanism that can be released in case of an emergency. This bedroom is off-limits to children. The fence is 5 ft. high with vertical bars that are under 4 inches apart. The pools has two gates (on the north and south ends of the pool. They are spring activated and self latch. The garage also has a window that has direct access. A couple lives in the converted garage and is off limits to children. See pictures taken during the visit.

Upon receipt the Licensee shall post the Notice of Site Visit and the Licensing Report. This report and the Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.

TYPE B- The deficiencies listed on the following pages were observed by the LPA and are being cited in accordance with California Code of Regulations Title 22. Please see attached LIC 809d. Deficiencies that are being cited need to be cleared to protect the children’s health & safety.

MNMNONAIn accordance to FCCH Kit # 2 the following was observed:
xPer licensee, there are no weapons, firearms.
xPer licensee there are no bodies of water on the premises.
xStorage areas for poisons were inaccessible to children and locked.
Detergents, cleaning compounds, medicines, and other items which could pose a danger to children were observed inaccessible to children.
xOpen space heater was screened to prevent access by children.
xFire extinguishers and smoke detectors meet State Fire Marshal standards.
xHome observed be kept clean and orderly, with heating and ventilation for safety and comfort.
xWhere children are less than five years old are in care, stairs shall be fenced or barricaded.
xHome observed to have working telephone service. Land line and cell phone.
xNo Children were observed left in parked vehicles.
xOutdoor play area is fenced or Licensee understands 100% supervision is required during outdoor play. ________ Licensee’s initials.
xCapacity and ratio was observed to be in compliance.
xCurrent roster was observed.
xCurrent Disaster drill was available and last drill was conducted 04/2015
xAll individuals present, working, or residing in the home have a criminal record clearance and are associated to the facility.
xLicensee complied with Inspection Authority.
xThe licensee has current Pediatric First Aid and CPR, which will expire 9/6/16.

LPA did not observe a curernt roster available as stated in Title 22 Code of Regulations. The roster is over 7 years old and does not include the children currently enrolled.

Operation of a Family Child Care Home. A baby walker is not permitted on the premises of a family child care home in accordance with Health and Safety Code Sections 1596.846(b) and (c).
LPA observed a baby bouncer and a walker in the living room. These are not allowed in a family child care home. Licensee failed to comply with Title 22 Code of Regulations.
