Licensing Program Analyst (LPA) Khadarian conducted an announced site visit upon receipt of a change of ownership application. There are 2 other pending applications on the same premises (x-reference license # 197492943 Infant and 197492945 School age). The facility is located in a strip mall and will operate seven days per week from 6 am to 11 pm. There are no bodies of water on the premises.

The fire inspector has approved the capacity of 12 preschoolers.

Upon arrival, LPA was met with the applicant and the current licensee, Ms. Latricia Terrell. LPA was guided on a tour of the facility inside and outside. Upon entry, there is a large room that is considered to be the office space and was not measured into the capacity of the facility. LPA observed a "toy ambulance" placed in the office area that will be used by ill children to rest and for isolation purposes. The staff bathroom will also be used by sick children.

The preschool license will operate off of two adjacent classrooms. The larger room (to be used by the older preschoolers) was measured to be: (28.6 x 9.6) + (19.6 x 25.6) = 776.32 sq. ft ; the smaller room (to be used by the older preschoolers) was measured to be: 23.3 X 25.2 = 587.16 sq. ft. The total indoor space will accommodate 776.32 + 587/16 = 1363.48 / 35 = 38 children.

There is one toilet designated for the preschoolers that has 4 toilets and 4 sinks which will accommodate 60 preschoolers.

The outdoor space is completely fenced in from all areas of the property. There are benches and seats, basketball hoop, a play equipment and a monkey bar. There are cushioning material under the play equipment and the monkey bar.

5. The applicant will wash and scrub the chairs used by the children that were observed inside the classroom.
6. Facility file review will be completed to ensure the director's qualifications to include at minimum the Preventive Health and safety training.
7. Transferring of all staff associated to the existing licensed facility to the new license.
8. Further file review.

The entire outdoor area was measured, to include the area designated for the infant space to be: (87 x 73) + (25.3 X 20 ) = 6857 / 75 = 91 children.

Drinking water will be made available both indoors and outdoors in pitchers.

There is a full size kitchen in the facility that will be used to prepare the snacks as well as the 3 meals since the will operate beyond dinner time. LPA observed large size refrigerators and freezers stocked with food items. There is a sink with a hot and cold running water.

The following was discussed during the visit:

1. The applicant was reminded to access the Licensing website at ccld.ca.gov to obtain information about the most recent regulatory changes, and especially the Quarterly Updates.
2. Incidental Medical Services was discussed with the applicant. The plan of operation will be updated to reflect this information.
3. The licensee was informed about the Healthy Schools Act and the required training to be completed.
4. Assembly Bill 1819 was discussed, pertaining to Smoking Prohibition.
5. Senate Bill 792 was discussed pertaining the requirement of immunization for staff working at child care facilities.

The licensure of the facility for the capacity of 12 preschoolers is pending the following:

1. The applicant will designate separate areas in the yard for the three different programs on site. The applicant was reminded of the minimum space requirement per child to be 75 sq. ft for outdoor activities.
2. The applicant will install shade structures in the yard exclusively for the preschool areas.
3. The applicant will ensure that the monkey bars are not being used by the preschoolers and for that it was recommended to have it altered into a swing set and have covers placed so as to serve two purposes: children cannot use it for swinging and it will provide shade.
4. The applicant will place padding around the poles located in the yard.
