Licensed Program Analyst (LPA) Trevino Cochran met with Director Melinda Marchese for an Annual Inspection. Joanne Rodriquez is no longer Director at this location. LPA toured and inspected the facility in accordance with the facility sketch. LPA observed 8 children in care. Star Education is the parent program for paseo Del Rey Star Program. Star Nova is the enrichment program for Star Education. The preschool program operates from 8am to 6pm Monday through Friday. Preschool Program utilize classroom 7.

LPA inspected one licensed classroom in the facility. All furniture and equipment was inspected for age appropriateness and good repair. The telephone service, heating, lighting, and ventilation are adequate. There is drinking water in the classroom. There are cubbies for children's belongings. There is a first aid kits on the premises. LPA observed age appropriate games, learning materials, books, toys and balls. There is a separate area for isolation and care of ill children located inside the classroom.

The bathrooms are located in the classroom for the children in care. Toilets and sinks are age appropriate. There is soap in the bathroom. The water temperature is appropriate. Program provides a morning and after noon snack only. LPA observed adequate amount of food and snacks. The chemicals and cleaning supplies are kept separate from the food in locked closet.

Inspection of the outdoor play area was conducted. Preschool does not use climbing structures, swings, slides and other large play equipment. All activities are initiated by STAR program staff. Drinking water is readily available on the play yard. There is adequate shade for the children in care. Fencing around the perimeter of the play area is at least 4 feet high. Playground is free from miscellaneous debris such as tree branches, trash, leaves, etc. Napping equipment was inspected and was age appropriate, at least 1 inch thick and equipped with a sheet.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The facility was found to be in compliance per Title 22 regulations, Type A and B deficiencies will not be cited today 3/20/2018.

The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).
An appeal may be filed, in writing 15 business days from the date of receiving the penalty assessment.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: ww.mandatedreporterca.com.

Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed the influenza waiver during the visit.

Update on Incidental Medical Services: Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.This facility provides Incidental Medical Services – IMS.

No Medication is on site at the facility. First Aid supplies are stored in each classroom and in the Director's office.

Children records are on site and found to be complete. Director advised that records for all children and staff must be maintained for 3 years after separation from the facility. A record of teachers/assistants names was check against current facility roster, Staff are currently associated to the campus in which they are assigned to work. LPA observed CPR/First Aid expires 10/2019. The required fire extinguisher, smoke detectors and carbon monoxide detector are in operable condition. LPA observed required postings in the facility ( Facility License, Emergency Disaster Plan, Parents Rights Poster).

The following was discussed with the licensee:
Mandatory Forms for the children’s files and provider’s files, Requirements for fire drills, earthquake drills and documentation for both. Role and responsibilities of being a mandated reporter were discussed. The director was advised how to access forms and Regulations for Family Child Care online at www.ccld.ca.gov . Director was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Director was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The director was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.

Requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1st offense and up to $3000.00 for the 2nd offense within a 12 month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation. The "Notification of Parent's Rights" (PUB394) poster must be posted in an area accessible to parents. The information regarding new legislation with regards to exemptions and Parent’s Rights was also discussed.
