On 08/24/18 at 9:30am, Licensing Program Analyst (LPA) Karren Starks made an unannounced visit for the purpose of conducting a 3yr Required inspection. At 9:32am, LPA met with licensee, Pamela McClendon who had 5 children in care, along with 2 assistants, Shannon Craig and Mynijah Ward.

At 9:35am LPA and licensee toured the facility inside of the home which is a two story duplex with 2 bedrooms , 1 bathroom, kitchen, breakfast nook, living room, dining room and laundry room/pantry and garage. Licensee lives down stairs. The upstairs is off limits to child care children. The garage is used for storage only and no child care activities are conducted there. There is no pool, spa or other bodies of water on the premises. No other adults or children live in the home.

Care is provided in the living and dining rooms. Children use the bathroom located in the hallway. Children have access to the living room, dining room, breakfast nook and bathroom. Off limit areas include the home's bedrooms, kitchen, laundry/pantry and the garage. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. The home now has central heating and air. There are no weapons or firearms of any kind in the facility at this time. The LPA did not observe any weapons. Per licensee there are no pets in the home, LPA did not observe any pets. LPA inspected the children's bathroom and did not observe any medications, toxins or cleaning compounds that would pose a risk to children in care.


There are age appropriate toys and napping equipment on the premises. Children nap in playpens and cots in the main care area. The required fire extinguisher (2A10BC) and smoke/carbon monoxide detectors are in operable condition. No fireplace. Licensee has current First Aid/CPR. The First Aid kit was observed and is complete. LPA observed the required postings.

At 10:00am, LPA and licensee inspected the backyard area. There is a concrete area with artificial grass covering for active play. There are a toy plastic play spaces with shade covering. Outdoor toys were inspected for safety, LPA did not observe any debris or hazards. The backyard is gated, currently the back gate is open due to an accident from a property across the alley with either ends of the alley being gated preventing access by non residents.

At 10:37am, LPA reviewed children's files and found them to be complete.

Licensee informed to review updates/regulations for 2016 on the department website: www.ccld.ca.gov. Licensee can also review the Fall/Winter Quarterly Updates 2015 and Spring 2016 Quarterly Update which includes information on: AB 290 - for each new license issued, at least one director or teacher at a child care center or family child care home to have at least one hour of childhood nutrition training; AB 1207 - all child care employees must complete mandated reporter training beginning January 1, 2018; AB 1387 - and AB 2236 process to request a formal review of deficiency and establishes an appeal process for civil penalties; SB 277 - require all children attending day care or school based programs to be immunized and will eliminate personal/religious belief exemptions; SB 792 - requires all staff and volunteers to show proof of immunization against influenza, pertussis and measles, and TB clearance, beginning September 1, 2016; Summer 2015 - Incidental Medical Services information; Summer 2016.

Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.


Per licensee, Incidental Medical Services are not being provided at this time. Licensee has Mandated Reporter Certificate.


Based on observations during inspection, no deficiencies are being cited.
