Licensing Program Analyst (LPA), Michelle Escandon conducted a unannounced Annual/Required inspection at the above referenced facility. Upon arrival, LPA was greeted by the Director, Darlene Bladon. LPA observed (40) children in care during the inspection and (6) staff members. Per the Licensing Information System (LIS) all adults working/volunteering in the facility have obtained the required clearances and facility associations. Per LIS, facility fees are current.
The following was observed during the inspection:
Walk Through
LPA did not observe pools, spas, fish ponds, or similar bodies of water on premise. Per Director Baldon, there are no Firearms or other weapons on the premises. During the inspection, LPA observed all children under supervision, including visual supervision, of a teacher at all times. The Department was granted inspection authority without prior notice. LPA observed there to be a ratio of one teacher supervising no more than 12 children in attendance. LPA observed disinfectants, cleaning solutions, poisons and other dangerous items inaccessible to children. LPA observed storage areas for poisons to be locked. LPA observed all materials and surfaces accessible to children to be toxic free.

Per the Director, the facility administers prescribed medication only as needed. Medications are stored in a safe place inaccessible to children. Incidental Medical Services (IMS) was discussed with the director, at this time the facility does not have children enrolled who require IMS. This facility provides Incidental Medical Services – IMS. The facility shall submit an updated plan of operation- IMS, within 30 day's upon enrollment of a child who's needs meet IMS. LPA observed all toilets, hand washing, and bathing facilities to be in safe and sanitary operating conditions. LPA observed all floors to be clean and safe. LPA observed all furniture and equipment in good condition, free of sharp, loose, or pointed parts. LPA observed kitchen, food prep, and storage areas to be clean, free of litter, rubbish, and rodents/vermin. The facility prepares children snack and meals in may area of campus, the food is then distributed by staff members. LPA observed food in classroom refrigerators to be protected from contamination. LPA observed solid waste storage vessels, including moveable bins to have tight-fitting covers on and are in good repair. LPA observed uncontaminated drinking water available both indoors and out. Per the Director, smoke and carbon monoxide detectors are wired within the building.

Outdoors
LPA observed playground equipment to be in good condition, free of sharp, loose, or pointed parts. LPA observed outdoor activity space surface to be maintained in a safe condition and is free of hazards. LPA observed areas around high climbing equipment, swings, and slides to have cushioning material to absorb falls.
Record Review
LPA observed the facility to operate within the conditions, limitations, and capacity specified on the license. LPA conducted a review of a random sample of staff records, records contain appropriate documentation of education credits. LPA observed the sign in and out roster/log. LPA observed at least one person trained in CPR and Pediatric First Aid to be present in the facility. LPA observed child's admission agreement to be available.

The following was thoroughly discussed with the Director:
Community Care Licensing shall notify a licensee to immediately terminate the employment of, or to remove/bar any person with specified convictions or for other reasons. The licensee shall comply with the notice. Before working or volunteering in a licensed child care facility, all individuals subject to a criminal record review shall have a clearance or exemption and have been associated to the facility. If the facility fails to have proof of a fingerprint clearance or fails to associate a previously cleared individual to the facility, a civil penalty of $100.00, per day the person has been present, will be assessed. The first violation is subject to the penalty for up to five days. If there is a subsequent violation in a 12 month period, the fine will continue for up to 30 days.

Director was reminded it is their responsibility to know the regulations as well as anyone who assists in providing care. Director was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Director was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.

On September 15th, 2017 the facility has been found in substantial compliance per the California Health & Safety Code/Title 22 Regulations. A copy of this Report and Notice of Site Visit was provided.

An exit interview was conducted.

Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.
Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis, and measles. Influenza waiver was discussed.

Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. The "Notification of Parent's Rights" (PUB394) was discussed with the director and the director was advised that it must be posted in an area of the facility accessible to parents.
Director was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public.
