LPA, Shameka Robinson-Horn arrived at the above facility for the purposes of conducting an Annual/Required site visit. Upon arrival LPA met with Site Supervisor and informed the individual of the nature of the inspection. There were no children present on this date. Staff were present at the facility preparing for the first day of class on 08.31.15.

LPA toured and inspected the facility to ensure the health & safety standards as required by regulations governing Child Care Centers were in compliance. Facility operates from 7am - 6pm. The facility operates in 2 classrooms. The Critter Creek classroom operates 2 half day sessions 8am -11am and 12pm - 3pm. The Sun Beam Cove classroom operates 1 full day session.

Areas inspected during today’s visit included, indoor and outdoor activity spaces, children's restrooms, kitchen/food prep area, storage areas and closets.

The furniture and equipment were inspected for age appropriateness and good repair. The facilities telephone service, heating, lighting and ventilation were also evaluated. Children's napping equipment and bedding were inspected for good condition, appropriate storage and cleanliness. Individual storage for children's belongings and an isolation area with sink, toilet, and mat/cot were inspected.

Availability of drinking water indoors and outdoors was reviewed. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature/pressure, toilet paper, paper towels, area safety and sanitation.

First Aid supplies were inventoried. A review of medication policy, including administering, labeling, storage, and records were made. The facility is not providing incidental medical services to children in care at this time

LPA has discussed information with Site Supervisor and Head Start Program Coordinator. Individuals have stated information will be discussed with the program Administration. LPA is requesting information on new program director with all required supportive documentation and

During todays inspection LPA was informed by Site Supervisor the facility will now operate 2 half day sessions in addition to the full day program. LPA was also informed previous program Director is no longer empoyed as of July 30, 2015.Pose a potential risk to the children in care.

Breakfast/Snack/Lunch menus were reviewed. Food and snacks were reviewed for availability, quantity and ensuring appropriate serving sizes are issued to children in care. The food preparation areas were toured for safety, cleanliness and proper equipment. The cleaning and food supply storage areas were also observed.

The outdoor equipment and space was inspected for safety, cushioning material, good repair, and age appropriateness. Required shade, drinking water and fencing were inspected. The outdoor activity area was inspected for hazards and inaccessibility to bodies of water.

A review of children’s records was conducted. Staff records are located at the another location and will be reviewed at a later date. LPA has confirmed all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions and are fully qualified for their position.

LPA also observed Health Screenings and verification of CPR/First Aid and Preventative Health Practices for staff.

Based on the completion of today’s inspection the following deficiencies were observed by the LPA and are being cited in accordance with California Code of Regulations Title 22. Please see attached LIC 809D, deficiencies that are being cited need to be cleared to protect the children’s health & safety.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
