A Prelicensing inspection was conducted today by Licensing Program Analysts (LPA) Wynn Norona and Cherie Acosta. LPAs met with applicant, Tejveer Thiara. An application was submitted for a new Infant license for 42 with 18 Toddler-Option. An application for 41 preschool children was also filed concurrently with this application for a total of 101 children for the entire center. The center will operate Monday-Friday from 7am to 6pm. A health and safety inspection was conducted inside and outside and the measurements are as follows:

INDOOR: 1433.96 square feet = 41 children
OUTDOOR: 1973.5 square feet = 26 children

The center has obtained an approved fire clearance from Contra Costa County Fire Protection on 3/19/18 for a total of 96 children. There are no bodies of water nor any firearms or weapons in the premises. Storage for cleaning supplies are locked and made inaccessible to children. Furniture and equipment are free of any hazards. The classroom is equipped with varied age appropriate materials and equipment. There are carbon monoxide detectors, smoke detectors and fire extinguishers in the center. Heating, lighting, and air conditioner are adequate. There is a first aid kit available. Each child has individual storage for their belongings. Napping equipment are stored properly.

There are 2 toilets and 4 sinks available. The staff has a separate bathroom which will also be used as isolation area for sick children. LPAs reminded the applicant that infant should never be left unattended. LPAs inspected the cribs, mats, feeding chairs, and changing tables are in good condition. Toys are safe and free of sharp points. The Infant and Preschool program will be sharing the outdoor play yard by way of scheduling their outdoor activity. LPA reminded the director that commingling between two program is never allowed. The play yard is fenced in all around. Trees provides shade in the play yard, additional shade is recommended. Water is available inside and water jugs will be brought outside during outdoor activities.

The center will provide am/pm snacks and the parents will bring lunches for their children. The kitchen is not accessible to children in care. An IMS Plan of Operation was submitted with the application and included in the Parent’s Handbook. Licensing postings are visible for public views and correctly posted on the wall. The sign in/out sheet provide for parent’s full signature. A waiver for electronic sign in/out was submitted with the application. Shannon McCormick is a fully qualified director who has completed pediatric CPR and First Aid which is valid thru 11/5/18.

Zero Tolerance policies were explained. LPA provided a copy of the appeal rights and the signature on this form acknowledges receipt of these rights. The center was found to be clean, safe, sanitary, and in good repair. An exit interview was conducted with Mr. Thiara.

Based on the measurement outdoor, a license for 20 infants with 8 Toddler-Option is recommended pending proof of additional outdoor toys/play equipment and submission of the director’s registration for the Infant class.
